The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are released from different nations. Significant resources is allocated on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: maybe the approaching threat won't hit its mark this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, devastation and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's critical military reliance on Western support – a need that neighboring countries are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new approach from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This pattern will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a principle well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does nothing to discourage Russia, through words or deeds, from thinking that the situation will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a entire defensive failure until situations evolve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
